ASSIGNMENT OF RESPONSIBILITIES

OWNER/MANAGEMENT SHALL:

  1. Establish a Health & Safety Program. Show support and commitment to the Program.
  2. Provide a safe work place.
  3. Hire competent personnel, both employees and sub-contractors, who have good safety records.
  4. Maintain a Company safety program and ensure all established rules, safety policies and procedures are administered and enforced in all areas.
  5. Ensure that all employees and sub-contractors are aware of and effectively practice the policies and procedures set out in the safety program; ensure everyone is aware of company expectations.
  6. Ensure proper training of employees and sub-contractors, including Prime Contractor orientations.
  7. Ensure that personal protective equipment is available or that employees and sub-contractors are aware of what it is their responsibility to provide.
  8. Ensure that regular inspections are conducted at the worksite as well as on equipment; including ensuring all required equipment has a current CVIP or an annual engineer certification.
  9. Correct unsafe conditions.
  10. Ensure first aid supplies and treatment is readily available.
  11. Maintain accurate safety records.
  12. Investigate all accidents; review all hazard reports, near misses, inspections and investigations.
  13. Report injuries to the Workers’ Compensation Board & OH&S as required.
  14. Ensure compliance with company safety program and applicable legislation.
  15. Set a good example.

SUPERVISOR (A PERSON WHO CONTROLS, DIRECTS OR INSTRUCTS WORKERS) SHALL:

  1. Promote health and safety awareness and ensure safety policies, practices and procedures are implemented in each project they pertain to.
  2. Take necessary safety training, including Prime Contractor orientations.
  3. Ensure employees and sub-contractors are aware of company expectations.
  4. Ensure employees and subcontractors are the proper physical condition to perform their assigned work without endangering themselves and others.
  5. Establish safe work procedures.
  6. Instruct workers about safety (“the safe way” to get the job done).
  7. Correct unsafe acts and conditions.
  8. Detect troubled employees.
  9. Enforce safety rules; reinforce safe behavior.
  10. Investigate work sites for hazards.
  11. Investigate all major incidents/accidents; review minor accidents with employees, sub-contractors and management.
  12. Ensure proper use of equipment and tools, as well as proper inspection and maintenance; ensure all guards are in place.
  13. Comply with all applicable legislation.
  14. Set a good example.

EMPLOYEE SHALL:

  1. Refuse work that has the potential to be unsafe and report immediately to supervisor.
  2. Become familiar with the Catapult Environmental Inc. Health & Safety Manual.
  3. Take necessary safety training, including Prime Contractor orientations.
  4. Follow/ Comply with company rules, safe work polices, practices and procedures as per Catapult Environmental Inc. Health & Safety Manual, Manufacturer’s specifications and applicable legislation.
  5. Participate actively in the safety program – its development and maintenance.
  6. Immediately report unsafe acts and/ or conditions through Hazard Assessments.
  7. Immediately correct unsafe acts and/or conditions, and document the Corrective Actions.
  8. Operate equipment in a safe manner; use tools in a safe manner with guards in place.
  9. Do proper equipment inspection and maintenance to ensure that the equipment is in good operating condition.
  10. Notify Management IMMEDIATELY of all driving infractions whether in company or personal vehicles
  11. IMMEDIATELY report any incident/accident/near miss and/or injury.
  12. Make safety suggestions.
  13. Set a good example.

SUB-CONTRACTOR SHALL:

  1. Report to the supervisor on site.
  2. Have an effective safety program.
  3. Ensure their employees meet the operating company’s safety expectations.
  4. Insist on safe performance throughout the job by ensuring hired employees are competent.
  5. Have their employees wear proper PPE.
  6. Provide proof of current WCB, Employer Premium Rate Statement and Clearance Letter to Catapult Environmental Inc.
  7. Provide proof of current liability insurance.
  8. Provide a copy of SECOR or COR document, if applicable.
  9. Be aware of Catapult Environmental Inc. Health & Safety Manual.
  10. Follow all rules, policies, practices and procedures as written in the Catapult Environmental Inc. Health & Safety Manual if they do not have their own safety program in place.
  11. Sub-contractors and their respective employees shall take all required site specific orientations, including Catapult Environmental Inc. and Prime Contractor orientations.
  12. Read and sign off on the Sub-contractor Policy.

VISITOR SHALL:

  1. Sign in at the office upon arrival to site.
  2. Review and sign off on any site specific documentation as required.
  3. Participate in any Prime Contractor orientation if required to prior to access to the site.
  4. NEVER walk around the job site unless given permission and escorted.
  5. DO NOT ENTER UNAUTHORIZED WORK AREAS.
  6. Follow all company rules, safety procedures and listen to instructions from the job supervisor.
  7. Wear proper personal protective equipment as required.

OBLIGATIONS OF EMPLOYERS AND WORKERS UNDER THE ALBERTA OCCUPATIONAL HEALTH & SAFETY ACT

2(1)   Every employer shall ensure, as far as it is reasonably practicable for him to do so,

  1. the health and safety of
    1. workers engaged in the work of that employer, and
    2. those workers not engaged in the work of that employer but present at the worksite at which that work is being carried out, and
  1. that the workers engaged in the work of that employer are aware of their responsibilities and duties under this act, the regulations and the adopted code.

(2)   Every worker shall, while engaged in an occupation,

  1. take reasonable care to protect the health and safety of the worker and of other workers present while the worker is working, and
  2. cooperate with the workers employer for the purposes of protecting the health and safety of
    1. the worker,
    2. other workers engaged in the work of the employer, and
    3. other workers not engaged in the work of that employer but present at the worksite at which that work is being carried out.
